Bowmanville Alternative Low Carbon Fuels project

Background

St. Marys Cement (SMC), a company of Votorantim Cimentos North America (VCNA), is undertaking efforts to use Alternative Low Carbon Fuels (ALCF) as an energy source for their St Marys Cement Plant (the site). This initiative will help reduce greenhouse gas emissions in Ontario, while diverting materials from landfills. The site is located at 400 Bowmanville Ave, Bowmanville, Ontario.

 

Demonstration Trial

St. Marys Cement (SMC) holds current Environmental Compliance Approvals (ECAs) with numbers 4614-826K9W and 1255-7QVJ2N, issued on November 5, 2014, and March 11, 2015, respectively. These approvals permitted SMC to conduct an Alternative Fuel Demonstration project aimed at evaluating the use of alternative fuels at the facility. The project focused on assessing the potential environmental effects of using alternative fuels compared to baseline conditions. SMC completed the alternative fuel demonstration trials from September 25, 2018 to December 10, 2018.

 

​Alternative Low Carbon Fuel Study

In line with global best practices, St. Marys Cement (SMC) currently holds an Environmental Compliance Approval (ECA) to use woody materials as an Alternative Low-Carbon Fuel (ALCF) at its site. SMC has also initiated a study to support the preparation of an ALCF Application under Ontario Regulation (O. Reg.) 79/15 of the Environmental Protection Act. This application aims to expand the use of ALCFs at the site and includes the following proposals:
 
  • Increase the daily throughput of ALCFs at the site from 100 tonnes per day to 400 tonnes per day.
  • Expand the range of approved ALCFs to include biomass, cellulosic materials, and non-recyclable plastic materials derived from industrial or post-consumer sources. These materials must not be hazardous, derived from animals, or related to food processing or preparation.
  • Install new equipment at the site to facilitate the feeding of ALCFs.
  • Increase alternative fuel storage capacity using enclosed containers and buildings.

 

As part of the project, two open houses will be held to present the results of environmental studies and address questions from the community.
